Financial Assistance Program – Eligibility and Requirements

ELIGIBILITY

To qualify for assistance, applicants:

1. Must be:

  • Veteran / active duty / reserve / National Guard (Past or present members of the Armed Forces, must have a discharge status of honorable or general with honorable conditions)
  • Surviving spouse of veteran

(A person who was the spouse of the veteran at the time of the veteran’s death and (a) who lived with the veteran continuously from the date of marriage to the date of the veteran’s death, and (b) has not remarried or has not since the death of the veteran and after September 19, 1962, lived with another person and held himself or herself out openly to the public to be the spouse of such other person.)

  • Dependent of veteran

(Spouse, minor son, or daughter, including stepchild or adopted child of a Texas veteran residing with the veteran or under age 23 if a full-time student. Includes a child who is incapable of self-support because of a mental or physical incapacity that existed before age 21 or occurred before the age of 23 while a full-time student.)

  1. Must currently reside in one of the following counties in Texas:
  • Brazoria
  • Chambers
  • Fort Bend
  • Galveston
  • Harris
  • Houston
  • Liberty
  • Montgomery
  • Waller
  • Wharton

APPLICATION REQUIREMENTS

Submit an online application and upload required documents.

  • Veteran / active duty / reserve / National Guard: DD214 (member 4 form), uniform service identification card and a copy of valid state identification
  • Surviving spouse: Death certificate, marriage certificate, DD214 (member 4 form), and a copy of valid state identification
  • Dependent: Birth / adoption certificate, uniform service identification card, DD214 (member 4 form), and a copy of valid state identification
  • Copies of bills due or overdue, must be in applicant’s name.
